Key performance areas:

Lead and manage staff within the Department to enable them to meet their objectives; Render consulting services to administrative management as well as the political structure ; Lead and manage the legal section so that the Council is proactively protected and that by-laws and other legal documents are suitably drafted; Lead and manage the Secretariat Services so that the Council is provided with an effective committee service, its resolutions are executed and that general council administration operates efficiently; Manage and Coordinate the flow of information and correspondence from internal and external sources; Oversee the implementation of the Labour Relations Acts, Basic Conditions of Employment Equity and Skills Development Acts, as well as plans developed for the legislation; Develop a performance management system for the Municipality, Manage the Human Resources and the labour relations of the Municipality.

The primary focus of the Directorate of Corporate Services is to provide strategic support to all of the business functions within Masilonyana Local Municipality.

The priorities of the directorate include:

  • The effective management of human resources in order to ensure the transformation of skills development, employment equity and performance appraisal. 
  • The effective management of an administration system that is efficient and facilitates decision-making and service delivery throughout Buffalo City. 
  • The assurance that its support systems, eg. telecommunications & communications, etc, are used to inform and enable the implementation of the Integrated Development Plan. 
  • To make sure that the institution is on the right side of the law

The directorate includes three departments:

Human Resources Department

This department is responsible for provision of strategic human resources support to all Council business functions, people development and to ensure the maintenance of sound labour relations.

Legal Department

This section is responsible for the legal obligations of the department. It also advises the Council on legal relationship.

Council Support Services

The purpose of this department is to provide telecommunication and information management support to the municipality
