David Nthau matriculated from Thuto-Tiro Comprehensive School in 1991. He then obtained his National Diploma in Personnel Management from Vaal Triangle Technikon (currently known as Vaal University of Technology) in 1995. He also completed a B-tech degree in Human Resources in 1998 from Vaal University of Technology. He is currently studying for LLB Degree with UNISA.

He began working for Isis College as a lecturer in Vanderbijpark from 1996 to 1997and joined the Department of Correctional Services from 1999 to 2008, and occupied positions of Correctional Officer and Unit Manager respectively. In 2008 he joined LONMIN Platinum mineas the Human Capital Administrator. He then got employed by Metsimaholo Local Municipality as a Senior Labour Relations Officer in 2009 to 2013.

 Key performance areas:

Lead and manage staff within the Department to enable them to meet their objectives; Render consulting services to administrative management as well as the political structure ; Lead and manage the legal section so that the Council is proactively protected and that by-laws and other legal documents are suitably drafted; Lead and manage the Secretariat Services so that the Council is provided with an effective committee service, its resolutions are executed and that general council administration operates efficiently; Manage and Coordinate the flow of information and correspondence from internal and external sources; Oversee the implementation of the Labour Relations Acts, Basic Conditions of Employment Equity and Skills Development Acts, as well as plans developed for the legislation; Develop a performance management system for the Municipality, Manage the Human Resources and the labour relations of the Municipality.

The primary focus of the Directorate of Corporate Services is to provide strategic support to all of the business functions within Masilonyana Local Municipality.

The priorities of the directorate include:

  • The effective management of human resources in order to ensure the transformation of skills development, employment equity and performance appraisal. 
  • The effective management of an administration system that is efficient and facilitates decision-making and service delivery throughout Buffalo City. 
  • The assurance that its support systems, eg. telecommunications & communications, etc, are used to inform and enable the implementation of the Integrated Development Plan. 
  • To make sure that the institution is on the right side of the law

The directorate includes three departments:

Human Resources Department

This department is responsible for provision of strategic human resources support to all Council business functions, people development and to ensure the maintenance of sound labour relations.

Legal Department

This section is responsible for the legal obligations of the department. It also advises the Council on legal relationship.

Council Support Services

The purpose of this department is to provide telecommunication and information management support to the municipality
